See my other post on this forum. the board will work with a RPI4 if you add a wire between the positive terminal of C2 and pins 16 and 18 of PI-10 (these are the +5V supply pins for the RPI4).
The +5V distribution on the sprinkler board is pretty bad. the trace widths are too narrow, so when you plug in a RPI4, the current draw by the RPI4 causes so much IR drop that the RPI won't boot.
Finally, it wouldn't surprise me if the switching regulator had to be loaded in order to regulate properly...
