When you plug in any USB-based device you should immediately here a dinging sound. It should pop up a
Hardware Update Wizard screen to prompt you to manually or automatically install drivers via Windows Update, folder/inf file, etc. Just like for any plug-and-play device, Windows should prompt you to install the device and info about it should appear in the center or the bottom-right corner of your screen.
If you do not here a dinging sound or a notification when plugging in your PCMCIA device, then it means it is damaged or faulty. You can't install drivers or try to use the device without Windows popping up a notification or sound right after plugging it in. The card reader is working since you said another device got detected immediately when you plug it in. The driver installation for the VT6421 doesn't detect your hardware because Windows itself wasn't able to detect it at first.
Try to buy a
SATA to USB cable/adapter. There are many available. Don't forget to check if you have an
eSATA port on your laptop first.

12. The files will be copied and installed. Click Finish to complete. Plug in the VT6421 PCMCIA SATA card, all the DVD cables that came with your CK3 kit, and then reboot the computer with the CK3 turned on. You should see your LiteOn detected during POST/BIOS or in the latest JungleFlasher.
I think the reason why your card is not detected because the VIA PCMCIA is a new hardware. The setup wants to see that you have the PCI card/onboard version of the VT6421. Hopefully the issue with Windows not detecting the card after 1st use will be solved by this.
